What do you mean by “full”? Because if you mean “labelled as such by Blizzard” then you’re technically correct, but if you just mean healthy you’re dead wrong.
Bloodfang is on one layer and within the last week reached a “high” population at peak times.
Don’t talk about server population numbers on servers you don’t main, you just end up spreading false rumours.

Fine. So the point of your post is to say that the largest servers still have layering.
That doesn’t mean it’s OK to talk about the others as if they’re empty. It may not be the point you’re trying to make, but it absolutely does cause confusion and lead to people staying on servers that they’re not enjoying.
You are correct, however all realms will have layering disabled by P2. As for full servers and “low pop” servers as you put it; the algorithm Blizzard uses to determine server population was adjusted to give players a better idea of actually how full they are. It is still hidden away in the background, along with the population numbers for each zone and how many layers there are, so at this point we can only speculate.
The last time a server in this region had more than three layers was the first week of September, and almost all realms reached two layers shortly after that.
Along the way, some select realms reached their end-state of a single layer, and we locked that in. With a change we made earlier this week, the following WoW Classic realms are now permanently set to one layer:
Bloodfang
Dragonfang
Earthshaker
Hydraxian Waterlords
Judgement
Ten Storms
Be on the lookout for another change that we will make in the coming days: soon, realms that are operating with more than one layer will indicate that on the realm selection screen. Those realms will say “Layered” in the realm list. Thereafter, you’ll only see the Full/High/Medium/Low markers for realms that are permanently set to one layer.
I wonder what would happen if we all decided to go to for instance Ten Storms or Hydraxian Waterlord and create an alt or two there just for fun. They have been at High/Full during prme time for some time now Would Blizzard re-layer or just make the queue longer?
Yes, it’s a pain when a zone is crowded and you can’t hit a single mob because all guys press “Fire Blast” or whatever when a mob spawn, or a group of 5 guys destroying any mob that spawn.
STV is really the most crowded zone for leveling, so you can either :
Go into dungeon to avoid the mass.
Group with friends and do the same thing (more players in the group, more easy and fast it’s to tag and kill mob).
Go in other area that is approximatively in the same level range, some zone are less crowded.
I don’t remember any more who gave a very vivd account of an evening in Wheelgar’s Excavation, full of 5-man groups, Mages fearing mobs into other groups, crazy fast respawns on top of this, and the ensuing chaos. This is a spot non description of my experience. I can group up, but for this kind of chaos my eyesigth is too bad, and my reflexes, or connexion, or both too slow. I do not like to not do my part of the job. Same goes for dungeons. I could go to other places, but they’re almost as crowded.
I think it may have been amplified by how condensed STV is. As soon as I took advice from others in this thread to go to different similar level zones, I was able to start questing again. I think perhaps I may be able to hit 40 soon.
