My wife and I cannot view any TWW cinematics: two separate PCs, and separate accounts.
We’ve tried all the recommended fixes, Scan and Repair, deleted our WTF / Interface folders, tried the “permissions fix” by launching wow.exe as admin, and reinstalled WoW. We’ve never had any issues with cutscenes/cinematics before.
For example at the main screen, I can hit the menu, go to Cinematics, and play Dragonflight: To the Skies, that runs fine, if I try The War Within or The War Within: Shadows Beneath the game hangs for a bit, nothing happens and I’m back to viewing my Warband.
In-game if I try to view a cinematic such as the Dalaran one the very first one related to TWW, it gives me an Error Message - This Cinematic Is Not Available.
my brother had the same issue yesterday. the only one in the party that had it. my best guess would be outdated addons or weak auras or maybe run a file repair check
Definitely not, considering I’ve done a complete re-install of WoW, and deleted both WTF and Interface folders, meaning this is complete standard WoW, zero add-ons.
Update:
I solved the issue by running a VPN to Germany and restarting Bnet and WoW.
This looked to be a timeout issue rather than an immediate permission issue.
This seems to be an issue with the streaming server in my area (Israel).
My honest reaction to this is WTF.
No fallback location in case of timeout?
guess: those cinematics remain encrypted in the files you predownload so that they dont get leaked before people reach them during launch. then when you complete the appropriate quest you, at that point, receive the decryption key from the server so that your game client can decrypt the cinematics and play them for you. if that data transmission fails, you get that blackness. it could be that that key is transfered through a channel that has restrictions in your area or it just doesnt work
I’ve been getting this in Israel for several years now. What ISP are you on? I’m on Partner, and I wonder if it’s a Partner thing, or if it happens on other ISPs as well.
Im also on Partner and have the same problem , maybe we should open a port or something, or if we knew what the issue is talk to them directly and ask them to fix it.
can verify , partner israel. also TWW cinematics not working. also takes forever to open the game.
nordvpn to uk game opens in a second and cinematics work
after viewing cinematics once, they work when back in israel
connecting to israel on nordvpn also works. so it might be just port forwarding on the router.
try porting these - * TCP: 1119, 3724, 6012

edit: port forwarding changes nothing, ill talk to partner tommorrow
after talking with partner and explaining to them several times . they tried to do stuff to my router, didnt work. than at the end i explained again that they are blocking something.
the it lady told me they are changing my router to dialup, which is weird to me and just sounds like nonesense to tell the customer. but it fixed the problam. wow opens up faster and cinematics work.
maybe she changed from dhcp to pppoe , but i dont really remember what was before. check your router to see if in the internet access advanced tab, you are connected to dhcp or pppoe
What did you tell them to make them realize what to do?
Tell them that the way the router is connected to the Israeli server makes it so that some of the data exchange is restricted or something of the sorts?
i told them exactly what i wrote before, normally the game doesnt open, using vpn connected to israel the game opens in 10 seconds. this isnt something on my end, the vpn shows that they are restricting me in a way. it took several tries to convince them, cause when you call support you get someone that just knows how to tell you to restart your router…
Just had a friend who has the same issue as them to switch him from DHCP to PPPOE and it didn’t help, I really wonder what they did , I wish there was a way to find out .
Is there any chance you would kindly call them up and ask what they did so I could update the Israeli players who have the same issue on our community groups?
the chances of me reaching the same it, and them remebering what they did is 0.
easiest course of action is to use a vpn, for the non introvert of us, you can talk to partner.
they might have also added 2 dns addresses (8.8.4.4 , 8.8.8.8), dunno if it was before

It seems to be that Partner is blocking this IP range, which is apparently used for cinematics as well, on their end. Once you also block it in your firewall you can see that the issue is replicated but with no wait times.
