Are you seriously this daft and don’t understand they can’t under this system? If it were applied now, they would have easy 197 ilvl and and then get one 207 item per week from conquest, whereas if they farmed mythic+ or normal mode raiding instead of battlegrounds, they would get 200+ gear easily, or if they did heroic raid and mythic+ over 10, they would have 210-226 gear.
Only when those players with pvp gear would enter instanced pvp or warmode, their gear would jump from 197 to 220, and from 207 to 233.

I’m ilvl186 and I have 10/10 LFR… so are you seriously saying, PVE players would not consider PVP as a source for gearing?
That’s a “you” problem. You could at the very least upgrade your covenant sanctum gear and do world quests and world boss, and get as easy 197. There is absolutely no reason for anyone to still be 186 on their main at this point except not having actually done the content (of your choice) that provides upgrades.
This is a last-second terrible cop-out caused only by ridiculously overinflated gear progression and versatility being problematic.
But I guess, after 5 years of Blizzard trying and failing to figure out something this simple time and time again, we’re hitting the point where last-second terrible cop-outs are the way forward… -_-

So I have to grind a mountain of Anima and hope to get lucky on the RNG for WQ reward offerings and possibly a drop from a WB… or, spam PVP instead.
Numbers? Source? This is your personal experience. My personal view is that separating PVE and PVP gear simply takes one task and splits it into two tasks, which kinda sounds like increasing the grind to me.
Yes, grind a mountain of anima or a mountain of honor. Your choice, either way it comes through faceroll activities.
Edit: Tahra, for example, who has complaints similar to yours, at least put in most of the effort for what a solo player can do to further their character, and is sitting at 10 ilvs higher than you. You did almost nothing of the gear avenues open to your own playstyle.
Yes - your gear is just trash. You could do a +2 and you would have better gear than you currently do and better than the honor gear.
At most, people may buy a few pieces at the start that are very cheap like a ring. You are just an anomaly

PVP and PVE gear has been separated things from TBC up to WOD, which spans for more than 50% of the game’s life and for 5 out 8 expansions. And those systems were actually liked.
The current system ain’t flexible since it basically pushes PvP players to farm some PVE items and PVE players are getting BIS trinket and weapoins from PVP. That’s a flawed design, PVP bis should come from PVP, PVE bis should come from PVE.
Anima is quicker.
Then why are PVPers complaining about PVErs afking in ‘their’ content?
