At this point, this situation is unfixable.
- Banning is not enough
- Economy is ruined (it always was tbh due to layers)
- Rollback/wipe is out of the question.
- New layerless servers would mess up current playerbase.
There is nowhere to go from here.

How come? I would think that the vast majority would not consider rerolling on them so in that case it would be more of a niche style of Classic.

I think you vastly underestimate the number of people that want an ACTUAL #nochanges server without this fiesta. Players never liked layering, this is just the cherry on the top.

Yeah maybe I am just conditioned to think that players are very reluctant to reroll or even transfer. Still though the capacity at the very least would be limited so at worst it would be another queue hell and not really a threat to the current servers with huge capacities 
Bet streamers will get away (again)… the small people who didnt free advertise gonnabe banned.

a huge number of players from the method guild were banned for exploiting the exp potions in BFA. The streamers involved actually got more severe punishment, which i assume is because they are not only are they breaking the rules but theyre convincing potentially thousands of others to and showing them how exactly to do it

I don’t know which streamers benefited from resetting dungeons, though. I know for a fact that Asmon, Esfand, Soda and others haven’t - Esfand’s case was something completely different from the way the layer-hop in instances worked, so I don’t know why Esfand for example should get punishment when they were even going to call the raid until they got confirmation from the devs.
I believe Efsand’s case was just recently mentioned in a blue post. It seems to support what you said.

People loved quoting “you think you do but you don’t” and surprise, surprise, it was a modern “QoL” change that ruined the game.
At this point I’m skeptical the same dev team who allowed this fiasco to happen are able/see the need to flush out the glut of patterns/BoEs/high end mats from the realms. And this is not even touching on the previous layering abuses.

So Im here playing for 2 weeks, 8 hours a day exploring all zones and quests and dungeons on alliance and horde side, both characters near 40, and there IS bunch of ************** with thousands of gold and Bis from raids and dungeons, made my proffession items WORTH 0, I dont even want to think about world pvp when people so far a head already. Bug abusing. RESET CLASSIC GOOD JOB BLIZZARD

Not worth it whatsoever. Why reset the game, or a server over a bunch of guys exploiting a bug to gain a temporary advantage, only to get banned and the items/gold removed?
Senseless.
