No it’s been in the game at least since I started playing 10+ years ago. This is NOT new. All servers are basically exactly what PvE servers were.

I havent encountered such a problem , either you are in warmode or you are not in warmode. I have many characters with warmode off … havent seen such a problem, eventhough I’ve done the campaign on all my chars. Also you are phased when you do the campaign therefore you can’t be attacked, unless u turn warmode on…
Without PVP flagging players won’t be able to kill other faction NPCs anyway. And PVE quest hubs griefing should be taken away from PVE mode anyway, as any other griefing. If some players want to confront other faction hubs, then they should turn they War Mode on. Cuz only cowards can try to grief PVE/low level players, that can’t even fight back. I don’t see any real value in having such sort of WPVP. It was reasonable in old days, when some PVPers were stuck on PVE servers the same way, some PVE players were stuck on PVP ones. But with War Mode this problem is solved. Wanna war? Turn your War Mode on. Isn’t it logical?
And we should find another way to prevent players from stepping into other faction hubs. Phasing into PVE locations for example. Like turning capital cities into PVE raids. But… Should we? If PVE mode is some sort of “peace mode”, then may be there is nothing bad in having other faction in our cities?
Maybe it was just a thing with players… Pretty sure you could accidently PvP enable yourself somehow. It’s a reason why it was called “aids” on PvE servers. Excuse the wording, I don’t think anyone says that anymore, but it was a thing. Like healing and buffing PvP enabled players, would spread it to the entire raid eventually.
Thats not correct
When you were not pvp enabled (on a pve server) - you could still target and attack a pvp target prior to enabling pvp
Tbh, I can’t see a reason fly pvp flagging still exists after they “invented” warmode. Most probably someone thought it wasn’t a big issue and cba to write some code to turn it off.

In Dal sewers you could also buy a guard 5 gold that lasted long enough for you to be able to run down and buy a recipe or explore the area. This guard made you LITERALLY IMMUNE from PvP combat as you kept your ‘blue shield’ up.

You can’t? Because I can. Let’s say we both have Warmode off, I am level 120, you’re level 100 trying to quest at the start of Legion. Since in this world PvP flagging will not ever happen outside of warmode I just sit in your quest hub and repeatedly annihilate the poor ~110 mobs you’re trying to get quests from. Since I am not flagged for attacking enemy faction NPC’s you have exactly ZERO ways of preventing me from doing so even if you had a raid of 200 mythic geared lvl 120 raiders trying to stop me.

Disabling pvp flagging implied not being able to kill quest givers of course.
So me as a human could just waltz in and sit in a Horde outpost? That… Seems even more silly to me than what I thought you originally meant.
And do what, take selfies? A lot better than preventing other players from playing, don’t you think?
It doesn’t prevent you from playing though, getting PvP flagged does not get your account banned or suspended, it doesn’t even put you into the “War Mode” phase where the ‘regular’ PvP’ers are, someone finding you flagged in the “Non War mode” phase will have to enable PvP flag on themselves before they can even attack you, besides if you do the quest correctly and don’t go near the enemy faction guards you won’t get flagged. This has been said too many times for me to count in this thread but you seem determined to ignore that.

Still wouldn’t prevent you from playing, you could go somewhere else. But don’t you think it would look really silly if NPC guards don’t aggro on the enemy faction?
I sympathise with the OP because it happened to me too.
On the other hand; a PvP flag doesn’t put you on the WM shard. I’m not convinced it actually means anything to a player with WM off, since I don’t think that the opposing faction can really attack you. They too have WM off. The PvP flag is probably a relic that nobody has thought to remove.
Also - you can do that quest without getting flagged or attacked by PvP guards. You have to think about it and take an evasive route through the hills, but you can do it. Riding straight over the obvious bridge… yeah, that gets you spotted.

Report me for what? Killing NPC’s that the game allows me to do? That’s not reportable, or rather, no action will be taken unless I do it for a very, very long time. If I killed a certain quest NPC for days on end, maybe. But generally Blizzards reaction to this is “Gather some people and kill him”.

THey made world so dumb is beyond … even 6 years old can do that just … i can see you as someone who could not do Suramar quests because of thinking how to move same with Argus etc…
