you can turn warmode off anywhere.
this is in warmode -off phase.

If you turn WM on you will have to face fighting the opposite faction.
If you do not want to engage in World PvP and be safe. Then play in WM off.

You can turn WM off in any rested area. WM can only be turned on in SW or Org.

you can turn it off at any rested locations (inns etc)
to turn it on you have to be at the capital

you are tagged for pvp if you get attacked by npcs during quests, if you exit a BG, if you turn OFF warmode you need to wait 5 mins. what are you trying to prove? when was that last time a alliance raid harassed players in org? 2008?

So you are PvP enabled and complaining that you’re able to be attacked by the Horde?
If you want to bypass the five minute timer after you disable PvP, take a flightpath.
