Because leveling is just grinding mobs and those quests are just ways to get you to grind mobs
If it didn’t take 50 kills, you’d run out of quests due to being underleveled
Hell you probably still will get to that point

Bossfights in classic cant hold a candle to the complexity of retail, so its not a black and white x is always easy and z is always hard
Vanilla/Classic was designed with a leveling system based on grinding XP.
Among other things, the quests guide you to grinding area’s based on your current level. If quest items drop too fast in such a system you don’t get enough XP overall.
