Is free character transfer still available

I missed the free character transfer window on ashbringer if I get stuck in a queue again will it come up for me to transfer to another realm hopefully a normal realm

Alternatively it can also appear in the shop icon here:

But yes it depends upon the server load whether if it will appear or not. It can close down anytime though as is stated here:
