There is actual difficulty. The timer is merely part of that, a factor thrown into the mix.
Ooh, lets remove the timer. Lets CC 3 out of the 4 mobs and wait for lust for every pull while having strategy meetings.
Also, no I don’t feel special for doing m+. My score has never been anything to write home about and my self worth isn’t related to my skill / lack of it ingame. We simply disagree.

bumping up only HP/DMG is the easiest and most common/cheapest way of “increasing” difficulty.
Everyone loved concept of Ulduar hardmodes, providing challenge to everyone without inflating ilvl too much, Blizz still went normal/HC next tier - because it was easier for them.
No amount of CC can cover for baddies, would think you knew that. And anyway what is this where CC is even possible? Where is the difficulty?
Maybe cheap, but very effective. Not much room for mistake. And the higher you go…

last time ppl used CC in dungeons were TBC HCs. Some loved that, some hated it because some classes had good CC some did not - well at least back then

You are trying so solve a “problem” that’s none. If someone finds a +2 difficult, that’s on him. Also, I highly doubt there are truly people out there who want to PvE but can’t do a +2 in time after several attempts. There is just no way.

I’ve started as a “newcomer” myself and so did others. And look at this… nobody had an issue timing a +2… In fact, once I am done achieving my goals, I start helping random people and not once did I see or hear of anyone struggling to time a +2…
But hey, let’s remove the timer… I mean sorry - make it “optional” because this is how competitive environment works - because there might be one guy in a billion who can’t time a +2… Insanity.
Man if we had 7 hour BRD’s 5 hour maraudons again that would be amazing. It was things like that which made me fall in love with WoW. It was so epic back then. The dungeons today are pretty to look at but they are so short and so go go go orientated that they end up just feeling souless.
The dev team know this and no doubt have talked about this themselves.
People nowerdays would have an add on showing them the absoulte optimal way to do BRD so it wouldn’t take 7 hours it would take like 1 tops. They’d have to ban add ons to get around that (which is something I see more and more people ask for)
Well tbh, it was only “amazing” when MMORPG was something new. Nowadays the young guys would never do something like this to themselves, while the rest of us is simply too old for it and/or has no time.
Why wouldn’t they? I bet there’s loads of people who would love an epic experience like that.
The younger people want everything fast and generally dislike MMORPG as genre. Speaking of majority. There are many reasons why but in the end it is what it is.
