Hey there mate,
first of all, nobody care about your raid achievs from the past in m+. Litarlly nobody.
The best thing you can do right now - make your own key, take it up to 12 or 15, and just spam until you get some gear and rio.
Right now you have very low ilvl, people not gonna invite you because of that, and io score as well.
Also you need to change Cataclysm talent, if you play m+ destro ofc.

Getting into groups as dps seems to depend alot on your class - I find it really hard for example to get into groups as this havoc dh (don’t remember my io score) and I think my ilevel is 260ish.
I get an easier time as frost Mage (I guess because TW) and even my low ilevel assassination rogue at lower keys.
Maybe warlock offers no useful utility? I thought it was a high dps class at the moment though? I don’t play it though 
I dont push +20, but when you get decline or even kicked from +10 it aint fun anymore, I know realy well that those realy high keys is out of reach from me, even skill wise, but as I said when I can not get in to low keys even becuse wrong spec something is realy wrong with this game or with the people playing the game.
You aren’t not getting in because “wrong spec” You’re not getting in because theres 50 applicants and you’re just another name. The other applicants have a higher score and better gear. If you were them would you pick you?

depends on the key, but problem is, getting high score when you can not get to any group is impossible then, now I do not mind if I am not taken for a +15 with this score, but when I get decline for lower keys +2 to 10, becuse wrong spec and if I get invited I get kicked becuse of wrong spec, offcourse not always, but still it is realy annoying.
making own keys same, tried to make a +5 key, got a group whent to instance, they saw me and tank left becuse wrong spec, and rest followed, this mentality for lower keys has to change it is just dump, when people leave your keys becuse wrong spec, and they are even lower score than me lol.
I fully understand that low score high keys wont happen, but low score low keys where spec doesnt even matter should not be a thing.

Do you get some kind of feedback form saying why you didn’t get invited?
Or do you give people reason not to invite you (like putting in the note that you play the crappiest hunter spec on purpose)
Because otherwise a decline is a decline and you’re just guessing why it happened.

When you play a DPS class imagine a lot of player do the same.
When there are loads of DPS with better score than yours it’s not leaders fault want the best of ppl they que for his key.
Bruh, I got 3k score and i still get declined from 15’s because there are so many people signing up.
If you play dps just accept that the leader will pick the people with the highest exp.
well they see you will do half of dmg you can do in survival so you cannot blame them for leaving.
Completely irrelevant for keys below +15.

Not only that, but also people with fotm classes.
It’s not the only class that has better specs. Yes, I might not pull as much DPS as Surv but I still time keys and avoid deaths which is appropriate for the levels I’m applying for. If I were trying to push, then I could understand. For what I do, any Hunter spec is sufficient to achieve the exact same end-goal.
I can sympathise, if it wasn’t for a friend taking me I’d probably not go either 
It’s out of my comfort zone but he buffers that by inviting me and applying to groups. Neither of us tend to leave even if the group is slow. Our last run before reset had a timid tank and although we timed it, we were geting close to not timing it. Yet other runs we +2 or +3. It all depends on the groups.

In my experience it’s everyday routine, I have enough ilvl and M+ score, and still somone don’t want to pick me, like a 80% of the time (talkin about 13-14 keys, at +15 it is 100% reject).
My guild is doing raids as a main part of the game. The statment is all PvE content, but when it come to invites to M+ its a rare thing. In addition we have now like 5-15 max guild ppl online because we are at the and of season / summer time.
It is how it is atm.
Can’t you do some M+ with your guild? 
not from those in I que up for, but a lot of those I get accepted to and then they se my spec, eighter a kick or someone else complains and leaves, and often always in party chat even some whispers, offcourse not always, and i do not realy complain about not getting invited for every thing i sign up for that would be just dumb, but it is a horrible feeling when they say omg BM cant dps, sorry wrong spec, just wish they asked before inviting then.
Not wanting to be rude but many people are " veteran players " and they are grey logs but top damage because the people in their team are even worse.
I would like to see your actual main char if possible + logs just to have an idea what a “veteran player” can do.
Also 1248 rio is basically zero, you can do it in 2 hours of playtime, 2500RIO is free by now basically and if you join +15, someone eventually will carry you throught it but you will say " Nobody invite me", well, make your own group than like the majority of DPS player with low rio and the excuses of the key for the specific dungeon is not really worth it. You just keep pushing your own keys until you reach an acceptable RIO and then you do as you want.
Honestly feels like that you are lazy mate.
