Pure headcanon because I’m apparently allergic to source material unless it’s distilled into pure wiki form: Always treated it as using the energy that gets released from using/tapping/breaking/whatevering a rune. So use rune magic → rune goes plop and needs to recharge → plop also causes stray energy → runic power
If I could atomise one zone, utterly vaporise it, erase it from all living memory it would be Uldum. It’s that bad that even the Hillsbrad Cata-memefest is spared from the obliteration.
A named DK like Darion? Gotta give it to team undead. Not that I’m biased of course, no sir, no bias towards Death Knights here. Ebon Blade? Ebon…Shmade…yeah…
There’s no strictly canon answer for this, but personally I subscribe to a variation of the old RPG lore. RPG runes were strictly arcane in nature and pulled magic from leylines. The shape of rune determined the magic that got expressed from it.
These days we know that there are different magic sources for runes - arcane, death, fel, etc. etc. Rather than tapping into leylines (which are arcane only) I headcanon that runes simply pull in ambient magic from the surroundings to allow themselves to recharge. An area with more of the correct type of magic will recharge faster, less of it and it recharges slower.
Since DKs are animated by death magic, there’s always a bit of ambient death magic for charging their runes, but in a place where death has no place (eg. the none-ruined Emerald Dream, suffused with Life) it’s more tiring for them to do so.
Meanwhile in the Shadowlands or Icecrown they’re the energiser bunny.
Especially because I don’t really frantically watch where my cursor lies now and then, and there might just be one skewed-right video (or, a video debunking right wing stuff, sometimes titled in unfortunate ways) in my suggestions that it falls upon and the floodgates of hell are unleashed.
Cataclysm was one of the rare Ws for Night Elves, because even though Night Elves still lost land and whatnot, I can’t really remember any zone (maybe not Stonetalon, but I didn’t play Bioshock) having awful meme quests. The stories and everything were pretty immersive, Hyjal was great too.
FWIW Cata’s introductory zones (Hyjal and Vashj’ir) were one of the best of all expansions. Maybe Pandaria with Jade Forest only rivals it, but Cata’s zones still stand on their own even to date.
