If you have the Steam version of the game, you can pay via Steam balance for both game time and store items. Otherwise you should be able to pay for game time with prepaid card codes, just like for WoW. As for the store, I’m afraid using a non-Russian bank card is probably the only option, but at least there’s nothing in the system (as far as I know) that restricts functionality based on the country you chose when registering.
A big chance that won’t even work because of the region lock on your account.

As far as I’m aware, country of registration only affects the currency of transactions. Mine is euro and has been since the account was registered.

Paysafecard might be the problem here. I haven’t used it and don’t know how it works, but seeing how it doesn’t officially operate in Russia, it might have just rejected the transaction by IP.
