Phase 2 does not effect anybody yet, its just DM and Honor.

If you want to be treated good as a casual, I suggest BfA, they do a great job timegating everything for you 
What bothers me is that they’re catering to the whiners.
I don’t particularly care when phase two comes out but it bothers me that they made a plan - and now are abandoning it because people are complaining.
