Do you even fathom the difference of rewards you’d need to offer to make 1. dramatically increased queue times and 2. less reliable honor per hour, for such a segregation in the matchmaking to even become viable and not just abandoned while people go back to the premade exploits wherever possible?
Because it would need to outpace the honor per hour compared to exploiting. That’s the huge difference such a segregation would need to accomplish.

As for this shiny example of simple-mindedness, if queuing as a 5-man, or even 4-man, as full t2/r12+, then it would still be like facing a full premade for the team without an equivalent force capable of standing up to it.
As mentioned already, you’d need to offer such a large difference in rewards to make up for the more volatile queue times and less reliable honor per hour for it to even be viable to split up the queues as per your suggestion.
Beware and his “fans”, want us (“the unsocial minority) to play only in premades. Its like they are 20-30 yo and can’t even think of thousands of players who cannot afford the time and the commitment to be in a premade.

Actually, the OP did not mentioned the main problem with playing against premades. Most times its rank 11-13 (even 14) players, with exceptional gear. Two warriors charge, and no amount of healing can save you. Add to that 2 enemy healers and an immortal third healer, and you can’t even kill 1 opponent.
The one premade we met, and were lower ranks, we beat them easily.
I will repeat OPs question. Is it fun, playing on the other side and without ANY effort, to win easily every opponent? Its 8-9 of 10 games. It looks like premade fans are not organized people but more of easy mode lazy kids.
I just remembered another thing which you absolutely need to address if you segregate the matchmaking in such a manner.

The “PY” refers to a social platform over there.
So, what they do is, they have thousands of premades following a social norm that was developed over there, which players also confirmed having occurred on pservers by the Chinese players.
So what they do is, they queue up as a premade, and if they face another premade then they all HK trade to the maximum of 10 kills per character, and then let the team with the highest ranks win on purpose.
They’re getting 2-3+ million honor per week doing this.
To spread up the matchmaking as you geniuses want, would make this become a very real possibility on EU realms as well.

It’s obviously against the rules, but when it becomes a widespread issue, are you seriously suggesting they ban tens of thousands of players? They didn’t do it for the AV premades. They haven’t done it to the PY teams over in China either.
They don’t like widespread punishments like that. So how would you tackle that problem? Easy way to do it is simply not to encourage people to do it via bad design choices.

Let’s implement retail’s warmode into classic. Solo players get a bonus increase wheras full premades don’t. Problem almost solved. Honor per hour evens out since solos will lose to the constant premades they’re up against (since for some weird reason, premades don’t have longer queue times to face against another premade team).
Its all a matter of how many we are. Us the casual players who can’t (or don’t want) to commit our selves to a premade. Are we only 10%-20%? If so, the “other side" is right. If we are close to or more than lets say 40%, thats a lot of people not having fun, to ignore.
PUG vs PUG is more unpredictable and some times has a lot of fun. I would not enjoy stomping random people, playing in a premade, like I don’t enjoy killing an opponent geared in green items. Challenge and only challenge is fun for a PvPer, in my opinion.
I guess you guys have issue with your win rate? Competition wise, you get what you’re given. This is a 15 year old game, it should have 15 year old style matchmaking.
How do you explain so high percentage of premade vs PUG then? I really can’t explain it. Do they dodge each other? Are casual players dissapointed and not bother to queue?
