No they are not, they are destroyed by optimization and toxic mechanics encouraging elitism (punishment for key depleting as an example)
And let’s not look at the perspective of ourselves but overall. For example, let’s go through group finders and try to find a group ourselves and pretend we are newbies. We’ll see that very quickly.
Multiple content creators have made incognito videos, where they went on pugging adventures on fresh chars, that were not linked to their main accounts. Guess what - if you have healthy expectations (e.g. do not expect relatively fresh char with best key +9 deplete to be invited to +15) then you will be fine and find your way to okayish level of play.
+edit for those who try to defend Blizzard’s politics about selling tokens and letting people use gold like a currency not even for boosting but for almost every single step in-game, achievements, etc.
Imagine paying 30-100 euros for the game + paying every month for game time to get a game where u don’t have literally any chance like someone new to catch up because u don’t do any mythic before, u will not have achievements, and a lot of people are greedy because they have the option to get money from you …to step into World of Warcraft where everyone just wants from you absolutely crazy money …140k golds for boost trough heroic raid ? Why not …pay …You wanna learn? No way for you. Same with mythic and improvements in them.
I had 0 experience in mythic raiding in Legion. I started by playing in casual guild in EN & NH, then moved to a guild with first 3 bosses on mythic in ToS, got half of antorus mythic with them and then, based on that experience, in BfA I managed to score a spot in a CE guild for Uldir and prenerf Jaina in BoD.
In real life, you do not get senior position without experience. In WoW, you do not get CE guild raiding spot without previous raiding experience. Curb your expectations.

everybody in season 1 of DF will start at 0 and there you are there is your chance to be social and play with people and build the net of m+ players around you and constantly upgrade your score…
I’ve meet plenty of peps as well, some are still on my discord as “pen-friends”. But like I said, there is a time and place for everything. You focus when you need to and talk when you are on a break.

This so much. Pretty much exactly what i did, except i build some experience in Uldir and got my CE in BoD.
Same in M+.
First season of BFA i slowly built up, so i could do a 15 at the end of the season.
Season 2 that was pushed to a 20.
Skipped Season 3.
Season 4, all keys 20+
A new player, or someone new to raid/M+ cannot expect to get taken to the high end stuff from day one, you need to work your way there. And people with that mindset will have no problems reaching that point.

Boosting is the sign of many small things that shapes the general playerbase, neither of which is in relation with what you preceive to be the cause.
Boosting has always been part of the game, but it really accelerate in Legion due to two factors:
- You could get Bnet currency with gold through the token.
- Additional power grinds were added, which left those with less time to play slowly being pushed out of content they like to do, namely PvP and raids.
The obvious solution to their problems was to purchase gear to try and catch up, but they are not the only ones purchasing boosts. Over time this kind of shifted, as the extra, infinite power grinds we had caused those with multiple alts to start participating in boosts as well, so that they can reduce the amount of time they have to spend grinding.
There are also those who have more disposable income, but way less time. As the difficulty scaled up higher and higher more and more people felt the need to buy boosts to get what they want. This is because a lot of the casual playerbase just want to play the game, which with the raid difficulty growing less forgiving meant they were excluded from participating by the community.
If what you say is true then we would not have so many complains about high ilvl people doing terrible in term of performance in instanced content.
It is just the way how the current game design shifts the general way of thinking of people. Fun is important, but effort is pretty often looked upon as a chore often labelled as a ‘second job’. It is much easier to just pay your way through challenges, and as the Brutosaur pointed it out really well, there are a lot who just cannot control their impulses to get what they want ASAP.
As to your statement about the community, I would say there is little in terms of community in this game for a long while now. Those who are social join communities and guilds, leaving the pug scene with a lot of bad eggs. I personally avoid pugging as much as possible now, and worked on building out connections so I do not have to pug anything beside leveling dungeons (old ones, never the new ones).
I would not base my opinion on the pug scene, as over the years it slowly begin to degrade into something worse.
