It certainly is more than 89% but it do fall under 100%

Yes people who are on your friends list can also break the rules and/or be reported.
Whilst it is best to unfriend someone before it gets to that stage, it can not be helped that sometimes friendships go South. Or simply someone adds you to abuse you for pvp activity, usually world PvP.
