It is a pattern seen also in the Retail game which means it’s either too expensive monetarily for Blizzard to offer Horde transfers from Horde overpop servers to servers where Horde is the minority to balance them, or Blizzard is seeing revenue from player paid transfers which they don’t want to lose.
What Blizzard should do then if they care at all about Server Faction Balance, is balance Horde’s overpowered racials.
This is a win-win solution as it will only affect FOTM rerollers, not players who went Horde b/c they love the Horde, and it should stop the wave of Alliance rerolling Horde for OP racials, instant BG queues and world dominance.
Here’s how it should be done:
1 . Race: UNDEAD
Racial: WOTF
Current Form: “Immunity to Charm, Fear and Sleep while active. May also be used while Charmed, Feared or Asleep. Lasts 5 seconds. 2 min Cooldown”.
Balanced Form: “Breaks Charm, Fear and Sleep while active. May also be used while Charmed, Feared or Asleep. Lasts 1 second- 5 Minute Cooldown. Can be resisted”.
- Race: ORC
Racial: Blood Fury
Current Form: “Increases AP by X or dmg & healing by X but reduces healing effects on you by 50%”.
The intent here is for Orcs to rarely use this OP racial in PvP but Orc players should keep using their racial in PvE as before.
Balanced Form: “Increases AP by X or dmg & healing by X but reduces healing effects on you by 150% and in addition increases damage taken from all sources by 100%”.

Current Form: “Chance to resist stun effects increased by 15%”
Balanced Form: "Chance to resist stun effects increased by 5%"
- Race: Troll
Racial: Berserking
Current Form: “Increases your casting and attack speed by 10 to 30%”
Balanced Form: "Increases your casting and attack speed by 10 to 30% but reduces healing effects on you by 150%"
- Race: Tauren
Racial: War Stomp
Current Form: 0.5 sec cast “Stuns up to 5 enemies within 8 yards for 2 seconds”
Balanced Form: 2 sec cast “Stuns up to 2 enemies within 3 yards for 2 seconds”.
- Race: Blood Elf
Racial: Arcane Torrent
Current Form: Instant - Silence all enemies within 8 yards for 2 seconds
Balanced Form: 2 Second Cast - Silence up to 2 enemies within 3 yeards for 2 seconds.
I really think that changes such as these will help substantially the Faction Balance in PvP servers and will definitely stop the “bleeding” of players from Alliance side Rerolling Horde.
