I don’t think so. Most of the players you’ll meet do this because they’re into the game and want to perform well and can’t figure it out easily so they ask someone else.
That’s very normal. A slight bit problematic, but I’m not too concerned. These people would look it up even if ignoring it would still produce 80% of the result they want. I’ve done it many times myself and still do it most of the time, though in some cases I diverge because I like it better.
But there’s a whole another group of people, and this group of people is really casual, and all they want to do is see the content and faff around a bit.
And they have no chance.
At this point, a frostbolt deals so little damage that if you don’t really understand flurry and ice lances and all of that, you’re just not going to deal any damage at all.

And it’s not that they can’t figure it out, it’s that they don’t want to.
Now, I don’t think these people should be graced with everything the game has to offer until they try a bit harder, but I do think they deserve to be able to play it and to have a good time, and they’re not because the simplest possible rotation is now so weak there’s really no reason to even try. We’re talking 20% of theoretical max on a good day. And the gap to playing decently is insurmountable. If you wanna do it, it’s time to head to Icy Veins. It’s way too unintuitive.
If they start caring a little bit more, they’ll get addons like Hekili, and they’ll download them by the millions - and that’s why this happened.
I think that’s all fundamentally wrong. An addon that tells you what to press next with no understanding of the world around you should be completely and utterly useless, or at least borderline useless, but for millions its mandatory.
