Maybe 2-5 Servers would be needed, but not 25! I bet most of the characters are not on the servers anyway but moved to TBC servers. I would love to play some real classic WOW again - but I cant find a realm with any players on it.
TL;DR Pls Blizz just put all the Classic Servers together and that would be it.
Since they already made clusters and gave free transfers, there are already basically just 2 servers left. the PvP cluster around Firemaw and the PvE servers are connected to one.

It is about visibility and lower the difficulty of entry.
Can you tell which realm is in which cluster/merge just by looking at the realmlist?

Good point, probably they should just lock all servers which are in the Gehennas PvP cluster or lock everything except Firemaw and one of the PvE servers.
Not so smart. I like to be able to have many alts. 3 realms is none too few 
Mark them in a common colour, or better yet write (PvE-cluster) PvP-Cluster-1) (PvP-Cluser-2) after the names of the realms would be the easiest solution
