If Jaina didn’t allow the Alliance the use Theramore as a base of operations for the Alliance to set up settlements within the barrens… Theramore would never have been a target for Garrosh either.

Theramore is an ally of the alliance. The war was started unjustifiably by Garrosh. In any case, Theramore was already a nuisance to Garrosh even before the war began, since he considered that all of Kalimdor should belong to the horde.
We can go to the beginning of everything according to your logic and say: “If the horde had not started the war, Jaina would not have purged the Sunreavers”
