Why do we have so many key levels?

Thirteen ilvl echelons in m+ pool of rewards

…and twenty keystone levels. Hmm, why? Hello! I don’t think that to stretch loot over twenty keystones was a good idea. Not because it makes weekly harder which was first thing people assumed when change has been made, but rather because this model creates more “dead difficulties”. Why would anyone join m14 when m13 is easier and yields same loot in vault? Ok sure, end of the run ilvl is in offset with weekly so you get better end of the run loot in m14 than in m13, but vault reward matters …
