I assume their metadata endpoints for Agent are dead. Before starting any download, be it an Agent itself or any other game, Agent requests some metadata from Blizzard server to get idea of what to download. Those are dead now 99% of time, but if you are lucky and your metadata request squeezes into 1% uptime, you will have your download started.
What eventually worked for me after about 90 minutes of trying was to log out of bnet, use a VPN to Hong Kong, logged back into bnet in the asia region, it started downloading after about 5 minutes with decent speeds

There are a few free vpn’s out there. Just google and download one, then choose Hong Kong from the list of servers.
stuck on initializing… c’mon blizzard
They seriously need to wake up, its been 17hours since bug. And still no fix, no actual answer or any blue post from them. Imagine launch day it will be even worse.

I vpn’ed to the USA and update started after 5min, finished in 2min

There are more issues than just getting it downloaded though.
I just remembered that I had a Laptop that had probably downloaded it and it had, but it was / is a battle getting that to run as well…
Although it did not throw an error when i started it now … so maybe in 15 mins time I get a login screen
Stuck on this too 
I’ve now tried a vpn to Hong Kong and I’m getting 4-5 MB/s.
It’s still less than 20x less than what my internet can do, but I guess I’ll take it at this point.

Been locked in “initializing” or “waiting on another download” for well over two and a half hour now.

Initializing for almost 4 hours… It’s not okay - you should at least sometimes do a compensation for those all technical fails.
