If you see a crowd of 15-20 people in the 10+ brackets desperately trying to tag the same mobs, it usually means they’re following the same leveling addon.

I don’t see nothing wrong with paid addons. Blizzard might forbid it, but that’s not my business and I personally think that route authors did a hard job and deserve a compensation.
Blizzard created the rule set for addons long ago, like TBC kinda time if memory serves.
Those rules state add-ons must be free.
Now if Blizz want to change those rules they can, but as it stands it’s against ToS for addons to charge.
Simple as that.
As for the guides, yes it’s genuine good work that goes into writing them.

Those Blizzard rules are just to protect themselves if anything bad happens, They just point to the rules page and say “well we forbid paid addons it was your fault”.
