Blizzard can stop providing open world combat log events to addons from enemy players unless you’re in combat with them or targetting them, basically killing that addon.
But should that information be removed? This would be using a sledgehammer to crack a walnut. And that’s assuming you actually want the walnut cracked.
Well, if this addon really feels like cheating, why not. I have no idea as I don’t use it, but technically it’s possible and I don’t know any addons that would be broken by such a change. It depends on community reaction, I guess.
Then why do you even speak of cheating?

A few steps you can do :
1 - Make a second chat window
2 - Go to the settings of your new chat tab
3 - Uncheck everything
4 - In the “Message Sources” tab, check “Done By : Ennemy Players” and “Done To : Ennemy Players”
5 - In the “Message Types” tab, check everything
Congratz, you now have a working “Spy” without needing the addon!
Also FYI, I’ll tell you how to go AROUND the addon/the chat log.
You will NOT get detected if you do not cast anything or have any buff on you (rogue poisons do not count in Classic since they do not appear in combat log)
Say, if you are a mage and want to gank someone in open PVP, DO NOT USE YOUR ARCANE INTELLECT. Right-click it off. You are now impossible to detect until you take an action.
For rogues/ferals, stay stealthed, they can’t detect you in combat log if you are stealthed already before they enter the “log” radius.
What Spy does (and the Chat log settings that I just gave) is : as soon as someone enters “log” radius, it shows up their current buffs. You see a red line “Skullbadguy used Arcane Intellect Skullbadguy” if he has the buff on him, or “Kittycat used Mark of the Wild Skullbadguy” if the buff was casted by someone else.
Spy (and the Chat log) picks this up and shows it.

I LOVE this addon … Not only does it tell me the name/class/level BUT also last seen location!
No, it doesn’t.
It literally just dings when someone shows up in the combat log.
It doesn’t display them up on the minimap at all and it doesn’t tell you where they are.

Scans your combat log for player activity and then alerts you if an enemy player is nearby.
There’s a lot of rumors of things it does which it literally doesn’t do like show rogues in stealth(It WILL however show a rogue approaching outside of stealth who then enters stealth.).
It is not like the “Hunter Tracking” AT ALL. It doesn’t show players on the minimap. It can’t.
This addon draws information from combat log and mostly from aura gains. If you think it scans the area on a mysterious illegal way then you probably belong to the group of people that believe that earth is flat.
In combat log name and the class are not encrypted. That means if the addon find my name in combat log then it knows my class too but still dont know the exact lvl.
Now lets say you have the addon and i run towards your area for the first time ever while i have seal of command on me.
The combat log will then write “stormenson gains aura seal of command” even if i got it allready on me before i enter your combat log tracking area . Then the addon will use this information and will display
Stormenson Paladin (pink) lvl 20+
Why lvl 20+?? Because it knows that i need to be over lvl 20 to have seal command but it cant know the exact rank of it.
Then you click on me or mouse over and the addon gets the exact lvl information and guild name and it saves it. So every time i gain any aura around your combat log tracking area the addons knows i am a a lvl 60 paladin plus my guild name.
Second example with flight path.
This time i pass over you and i have a random buff on me or paladin aura . Bla bla the addon checks the aura gain from combat log and displays
Stormenson paladin lvl 60 or lvl ?? (In case you have seen me again. ) or lvl ??+ (depends on buff)
Third example . Rogue enters your combat log area without any buffs on him and he goes stealth. Still you can see “name gains aura stealth”
So it displays his name and class plus the extra warning for stealth.
Forth example is when someone interacts with items around you like Mining , herbalism etc. Or if he is attacking something.
And the last example is . if i am completly afk without buffs on me or mount etc at full hp and mana and you come towards me with this addon then the addon will display Nothing until you target me or mouse over me.
Make an extra tab in you combat log with aura gains and when the addon beeps again check out your self why it did.

Alright, contgratz on how smart you are, now lets remove Spy and see if you can ready this console just as good as your addon can while you are playing game, while you are at it do not forget to show your typing speed on targeting enemy players in console to see if they are in target range.
I seriously do not get these clowns who defend addons 24/7, how pathetic you must be to defend cheats and tell how fair they are, how tick your scull must be to not see that they can do things you will never be able to do , even if that “information” is available in-game.

The only thing that makes this addon op /broken is that you can target through it… Even if ur in like a house hiding… I agree that this addon is ruining world pvp and the element of surprise… Please ban or atleast limit its use blizz

I have cleared the game (classic) with no addon. I still haven’t installed a single one yet. I don’t even have Spy on my retail characters (though I do have a lot of addons there), I use the chat logs I mentioned.

The amusing part is I don’t use that addon, and I’ve probably been playing WoW since longer than you (beta and US release). So retail snowflake, I don’t think so. I was actually doing PvP in Ultima Online (FFA, full loot) over 23 years ago, too. Classic or retail, WoW PvP is just kid’s play anyway.
But I’m also not stupid and know when something is within the rules or not.

The addon reads the information but it cannot display correct lvl only the possible over lvl based on spells the enemy used.
